In situations of great national difficulty or incipient civil war,a modern country may itself or through an organisation or proxy or sole trader,I am thinking of an errant French policeman such as Jonathan Girard and an unemployed barrister such as Brian Gerard Mc Cartney-he acted in association with with the CIA- poison rebellious students and members of the public with LSD,heroin and those substances which are their own recreation drugs of choice.
In times of war, a prison or the execution wall is the favoured option.

The key to political freedom and national liberty is strong defences. Also essential is a well-resourced army or militia-the latter is not suited to every jurisdiction,some are best served by reserve unarmed policemen- and with a health service as a shield not a sword of the police or the elite of business.
(A militia can quickly adapt to barracks conditions and strict discipline if its members are disciplined by the school of hard knocks or parade ground and have a fighting chance in any military conflict).
Nothing less,nothing more than strong defences in real emergencies.

The country canard has it,"It's a long way between cup and brow."Namely,that we should not act with alcohol clouding our limited faculties if we are in loose company. Similarly,if surrounded by thugs in military uniform or undercover police.
Only a democratically-elected government has the right to declare war . That excludes countries such as the historic USSR and Nazi Germany . Likewise, Pearse and Connolly's fictional Irish Republic unless someone such as Napoleon or Blair,Bush or Clinton or Merkel are sounding the clarion call for war in faraway places. Also,In those circumstances,waging a campaign of covert measures against a captive nation or engineering a civil and economic catastrophe for a vassal-state. There are few instances of that anymore other than Russia and the Israelis in the Middle East.
All governments and rulers should be held to account firstly in the national press,then in parliament or a democratic assembly.
Ultimately there must be recourse to the courts.
But,always at all stages open access to the press for public excoriation for mass murder and crimes against humanit.
Access to the International Criminal Court was something which was arguably not the case with Clinton in Yugoslavia and Blair, Bush and Rumsfeld in Iraq.
Doubtless,Blair believes that even one human being's life is inviolate and that its taking must be ruthlessly punished. The BBC Radio Four report of the killing by drowning of an Iraqi taxi driver's brother in a bath of acid seems to have influenced him greatly.

Ignore old sh... about police and armies not being necessary. We had both lictores and soldiers and slave-traders in ancient times.
Therefore,the whining of the hot gospeller in Strabane aside,Paul Brady,in an emergency we are all called to serve most of us under arms. Sadly,we all have to work on Maggie's Farm or box for Mike Maloney,Angelo Dundee or Frank Duff. For flatfoots such as Reagan or Bob Hope,there is entertaining the troops with jokes or dramatic impersonations of Western gunslingers.
